CANBERRA, Aug 18 AAP - A parliamentary move to ban live animal exports looks doomed
as the major parties back the trade.
The House of Representatives will consider two separate bills on the issue later on Thursday.
One, introduced by Australian Greens MP Adam Bandt, aims to ban the export of all livestock
for slaughter outside Australia.
The second, initiated by independent Andrew Wilkie, seeks to have the trade phased out by 2014.
Neither bill has the support of Labor or the coalition, although Mr Bandt says some
backbenchers on both sides might support his draft laws.
"Whether they are going to vote with us today, we'll find out shortly," he told ABC Radio.
The issue had ignited public opinion, following graphic footage showing the ill-treatment
of Australian cattle inside a number of Indonesian abattoirs.
"The vote may go down but it'll be one of those instances where Labor and Liberal are
out of step with what people think," Mr Bandt said.

New South Wales's reputation as a hub for business tourism is being threatened by a
severe shortage of facilities.
Research commissioned by Tourism and Transport Australia and the Property Council of
Australia .. has found Sydney's lack of convention and exhibition centres is costing the
city more than 218 million dollars a year.
The report found this could cost Sydney's economy almost four billion dollars .. and

This latest round brings the total amount raised to $8.5 million in venture capital and brings additional consumer internet and ecommerce veterans to the team. As part of this latest round, Maveron's Dan Levitan and former Farecast CEO Hugh Crean join Decide's board of directors. Google's founding board member and early investor, Ram Shriram joins as an advisor/investor and former CEO of Expedia, Erik Blachford joins as an investor.

As revolutionaries are harnessing the power of the Internet to organize dissent, autocratic governments are using the same social networking tools to track their every move.
Fear is the dictator's traditional tool for keeping the people in check. But by cutting off Egypt's Internet and wireless service late last week in the face of huge street protests, President Hosni Mubarak betrayed his own fear -- that Facebook, Twitter, laptops and smartphones could empower his opponents, expose his weakness to the world and topple his regime.
There was reason for Mr. Mubarak to be shaken. By many accounts, the new arsenal of social networking helped accelerate Tunisia's revolution, driving the country's ruler of 23 years, Zine el- Abidine Ben Ali, into ignominious exile and igniting a conflagration that has spread across the Arab world at breathtaking speed. It was an apt symbol that a dissident blogger with thousands of followers on Twitter, Slim Amamou, was catapulted in a matter of days from the interrogation chambers of Mr. Ben Ali's regime to a new government post as minister for youth and sports. It was a marker of the uncertainty in Tunis that he had stepped down from the government by Thursday.
Tunisia's uprising offers the latest encouragement for a comforting notion: that the same Web tools that so many around the world use to keep up with college pals and post passing thoughts have a more noble role as well, as a scourge of despotism. It was just 18 months ago, after all, that the same technologies were hailed as a factor in Iran's Green Revolution, the stirring street protests that followed the disputed presidential election.
But since that revolt collapsed, Iran has become a cautionary tale. The Iranian police eagerly followed the electronic trails left by activists, which assisted them in making thousands of arrests in the crackdown that followed. The government even crowd-sourced its hunt for enemies, posting on the Web the photos of unidentified demonstrators and inviting Iranians to supply names.
"The Iranian government has become much more adept at using the Internet to go after activists," said Faraz Sanei, who tracks Iran at Human Rights Watch. The Revolutionary Guard, the powerful political and economic force that protects the ayatollahs' regime, has created an online surveillance center and is believed to be behind a "cyberarmy" of hackers that it can unleash against opponents, he said.
Repressive regimes around the world may have fallen behind their opponents in recent years in exploiting new technologies -- not unexpected when aging autocrats face younger, more tech-savvy opponents. But in Minsk and Moscow, Tehran and Beijing, governments have begun to climb the steep learning curve and turn the new Internet tools to their own, antidemocratic purposes.
The countertrend has set off a debate over whether the conventional wisdom that the Internet and social networking inherently tip the balance of power in favor of democracy is mistaken. A new book, "The Net Delusion: The Dark Side of Internet Freedom," by a young Belarus-born American scholar, Evgeny Morozov, has made the case most provocatively, describing instance after instance of strongmen finding ways to use new media to their advantage.
After all, the very factors that have brought Facebook and similar sites such commercial success have huge appeal for a secret police force. A dissident's social networking and Twitter feed is a handy guide to his political views, his career, his personal habits and his network of like-thinking allies, friends and family. A cybersurfing police officer can compile a dossier on a regime opponent without the trouble of the street surveillance and telephone tapping required in a pre-Net world.
If Mr. Mubarak's Egypt has resorted to the traditional blunt instrument against dissent in a crisis -- cutting off communications altogether -- other countries have shown greater sophistication. In Belarus, K.G.B. officers now routinely quote activists' comments on Facebook and other sites during interrogations, said Alexander Lukashuk, director of the Belarus service of Radio Free Europe/ Radio Liberty. Last month, he said, investigators appearing at the apartment of a Belarussian photojournalist mocked her by declaring that since she had written online that they usually conducted their searches at night, they had decided to come in the morning.
In Syria, "Facebook is a great database for the government now," said Ahed al-Hindi, a Syrian activist who was arrested at an Internet cafe in Damascus in 2006 and left his country after being released from jail. Mr. Hindisaid he believed that Facebook was doing more good than harm, helping activists form virtual organizations that could never survive if they met face to face. But users must be aware that they are speaking to their oppressors as well as their friends, he said.
Widney Brown, senior director of international law and policy at Amnesty International, said the popular networking services, like most technologies, are politically neutral.
"There's nothing deterministic about these tools -- Gutenberg's press, or fax machines or Facebook," Ms. Brown said. "They can be used to promote human rights or to undermine human rights."
In China, Mr. Morozov said, thousands of commentators, nicknamed the 50-Cent Party, are trained and paid to post pro-government comments on the Web and steer online opinion away from criticism of the Communist Party. In Venezuela, President Hugo Chavez, after first denouncing hostile Twitter comments as "terrorism," created his own Twitter feed.
In Russia, Mr. Morozov noted, Prime Minister Vladimir V. Putin has managed to co-opt several prominent new-media entrepreneurs, including Konstantin Rykov, whose many Web sites now skew strongly pro-Putin and whose anti-Georgia documentary about the Russia- Georgia war of 2008 went viral on the Web.
Mr. Mubarak's government, evidently concluding that it was too late for mere monitoring, unplugged his country from the Internet altogether. It was a desperate move from an autocrat who had not learned to harness the tools his opponents have embraced.

Qld: Near-disaster demands action to protect Barrier Reef

BRISBANE, April 16 AAP - The grounding of the coal carrier Shen Neng 1 may turn out
to be the near-disaster that prods environmental authorities to ward off a real disaster
on the Great Barrier Reef.
Luck was on the side of the reef, and federal and state authorities, after the 230m
Chinese coal carrier ploughed full-speed into Douglas Shoal on Easter Saturday.
The vessel did not break apart as was first feared, and the weather held calm for the
eight days it took to refloat the vessel and tow it to safety. The oil that escaped probably
has done no lasting damage.
Damage was done in the path the Shen Neng 1 gouged in the coral, and a small amount
of oil has affected the important bird habitat at North West Island, 18km from Douglas
Shoal.
But in the totality of the Great Barrier Reef's 2000km of coral and the neighbouring
coastline, the harm is minimal considering what would have happened if the ship had fallen
apart.
When the container ship Pacific Adventurer lost 270 tonnes of oil in March 2009, it
dumped a blanket of pollution along Moreton and Bribie islands and Sunshine Coast beaches.
That was a major environmental fouling, requiring a clean-up effort that occupied 2500
people over two months, but it affected mainly sandy beaches in populated areas - not
the rocky and remote foreshores of central Queensland.
The spillage of 950 tonnes of fuel oil had the Shen Neng 1 broken apart would have
been a catastrophe.
The Shen Neng 1 incident has concentrated minds very well on the protection of the
reef and may prove to be a turning point in safeguarding the World Heritage-listed environment.
The coal carrier's grounding came just as a massive boom in central Queensland coal
and liquefied natural gas (LNG) exports is cranking up.
For state and federal authorities, it's a stark reminder of the danger a major increase
in shipping will pose to the reef and related industries.
The outcry that followed the grounding is also a warning to politicians that the public
wants the reef protected.
The incident exposed deep flaws in reef surveillance, a lack of understanding of threats
to the reef, and revealed the cavalier attitude of some sea captains to navigation through
reef waters.
The latest narrow escape stands as a warning to prepare against future accidents that
could do terrible damage to the reef, the life it supports and to the fringing coastal
environment.
The Queensland government was caught unprepared when the Pacific Adventurer's fuel
tanks were ruptured in heavy seas off the southeast Queensland coast.
In its response to the Shen Neng 1 grounding, and the threatened spillage of up to
950 tonnes of heavy fuel oil, the government seemed better prepared - indicating some
lessons had been learned from the earlier incident.
There was fear that spilled oil would wash ashore in Shoalwater Bay and the adjoining
Byfield National Park, areas of largely inaccessible rocky inlets that would be almost
impossible to clean of oil.
It would have been acutely embarrassing to the Queensland and federal governments,
and especially to Environment Minister Peter Garrett, if this pristine area became caked
in oil on his watch.
It was Mr Garrett - former rock star and Australian Conservation Foundation president
- who said, in 1992, that "Shoalwater Bay is one of the last unspoilt wildernesses in
the world".
The chances such an emergency will occur are increasing with a sharp rise in shipping
along the coast.
Forecasts suggest the central Queensland port city of Gladstone will be dealing with
some 3700 ships a year by 2017, compared with the current 1500.
There will be similar increases in traffic from other Queensland ports as vast new
coal deposits are opened up for export.
Coal exports will increase, and the state government has recently announced $60 billion
in LNG exports to East Asia.
As in the case of the Pacific Adventurer, the state government was unprepared for the
Shen Neng 1's erroneous navigation.
AAP's repeated requests to the premier's office as to the effect the vessel's 65,000
tonnes of coal would have on the reef if the ship broke apart remain unanswered.
It is obvious the government had never asked itself what effect the coal would have
if the ship broke up, as was first feared.
Into this drama steamed the 189m MV Mimosa, allegedly illegally sailing through protected
no-go reef zones off Cape Bowling Green, near Townsville.
Its "rat run" through the reef, within hours of the Shen Neng 1's grounding, highlighted
the lack of surveillance and the contempt with which some mariners treat the protected
waters.
It also ratcheted up the pressure on government to improve tracking or pilotage of
vessels through the reef.
The captain and first and second mates of the Mimosa are facing charges of entering
a prohibited zone of the reef without permission on April 4.
There have been many calls for all ships passing through the Great Barrier Reef to
have a pilot aboard.
In the short term, this is an impossible task. Australia, which has run down its maritime
industry for decades, doesn't have enough pilots.
A more likely response from governments, not least for reasons of cost, is to expand
the tracking of vessels through reef waters.
The technology exists and is in use off the Queensland coast, but not in the area where
the Shen Neng 1 went astray.
Queensland's commercial fishers argue that they are forced to carry location devices
to ensure they are not infringing on the reef's protected areas, so why shouldn't these
large cargo ships?
Premier Anna Bligh has announced the maximum penalty for corporations involved in oil
spills in Queensland waters will increase from $1.75 million to $10 million while the
maximum fine for individuals will increase from $350,000 to $500,000.
On Thursday the master and first officer of the Shen Neng 1 were granted bail in the
Gladstone Magistrates Court on charges relating to the grounding.

BRISBANE, April 24 AAP - Australia's fair trading ministers will discuss a scheme to
share consumer complaints information in the wake of the Kleenmaid group collapse.
The Queensland-based appliance retailer went into administration on April 9. Creditors
owed $76 million are expected to vote to liquidate the group of 14 companies next month.
Queensland Fair Trading Minister Peter Lawlor said it was possible a trend could have
been detected if consumer information was shared nationally.
But Mr Lawlor, who was briefed on the Kleenmaid case by administrator Deloitte this
week, said Queensland authorities had only received 11 complaints against the company
in the past 18 months.
Nine complaints were rectified by the company after being followed up by fair trading
officers, but two are outstanding, coming just before Kleenmaid went into administration.
Mr Lawlor said while such a low rate of complaints would not have triggered a red light
for authorities, he understood there were many more complaints interstate.
"I'll be meeting with my counterparts in Hobart in May," Mr Lawlor said.
"There's a good argument for a central register for consumer complaints or a protocol
to share information and alert others that there is a problem with a company."
Mr Lawlor said the Australian Securities and Investments Commission (ASIC) should throw
the book at Kleenmaid's directors if the administrators found the group had been trading
while insolvent.
"If there's any evidence that this company was trading insolvently then the directors
should feel the full force of the law and I'll be encouraging ASIC to bring charges against
those directors," he said.
He said it was "mind-boggling" that the company was using about $27 million in customer
deposits as working capital.
Mr Lawlor said his own department had no power to investigate or get money back for consumers.
Administrator John Greig said in a statement on Friday that a meeting of creditors
in May would discuss liquidation.
But Mr Greig said he did not foresee any return to unsecured creditors, including customers
who had paid for goods but not received them.
He said his full findings would be provided in a report to creditors before the next meeting.
But at this stage it appeared secured creditors such as Westpac were owed $28 million,
customers $27 million, trade creditors and suppliers $16 million, landlords and warehouse
operators $2 million and employees $3 million.

Vic: Five arrested over drug haul
Five people have been arrested in Melbourne .. after police seized a large amount of
amphetamines and ecstasy tablets from what they believe is a prolific drug trafficking
ring.
Officers also allegedly found a large volume of cash .. stolen property and two vehicles
in raids on 11 homes in Melbourne's northern suburbs and Ballarat.
A 52-year-old man is due to appear in the Melbourne Magistrates Court today on charges
including trafficking a commercial quantity of amphetamines.
Three men and a woman have also been charged and will appear in court at a later date.
It comes following a five-month investigation code named Operation Sacred .. with more
arrests expected.

The federal government says the Workplace Ombudsman could intervene in a dispute between
Telstra and trade unions.
Unions have accused the company of using axed WorkChoices laws to slash the pay and
condition of its staff.
Employment Minister JULIA GILLARD says Telstra needs to understand that WorkChoices
is dead .. and the government wants to see co-operative industrial relations.
She's told ABC radio the Workplace Ombudsman will respond if a complaint is made.

Questioning in federal parliament by Greens Senator KERRY NETTLE yesterday has revealed
there are also an additional five officers available .. to assist investigations if needed.
Lawyer PETER RUSSO says he doesn't know what they could be investigating .. and says
it's preventing Dr HANEEF from returning to Australia.
Mr RUSSO says he'll speak to his client tonight .. about how it'll affect Dr HANEEF's
decision to return to Australia for a planned federal government inquiry into the case.

Fed: Govt won't confirm drought-climate change link
The federal government's still refusing to accept a confirmed link between global warming
and the drought .. but says it's preparing for a drier climate.
The Prime Minister has said before the jury's out on the link .. and he didn't veer
from that stance when he announced severe drought measures today.
JOHN HOWARD says the drought in the Murray-Darling Basin is so bad irrigators won't
receive water allocations in the coming season unless there's heavy rain within eight
weeks.
Mr HOWARD says on the link to climate change .. we've had very severe droughts before
.. but in those times we had smaller populations and less demand.
The PM's been backed by Environment Minister MALCOLM TURNBULL .. who says government
scientists have yet to confirm the link.

Fed:Costello likely to cut growth forecast in budget review
Australia's worst drought in over 100 years will force Treasurer PETER COSTELLO to
cut his economic growth forecast in tomorrow's mid-year budget review.
A report by the government's commodities forecaster highlights the damage inflicted
by the drought on the country's farming sector .. and revenue from rural exports.
Mr COSTELLO says the drought's much more severe than anybody anticipated back in May
.. and it'll have an effect on growth.
The treasurer previously predicted gross domestic product of 3.25 per cent for 2006/07
.. up from 2.9 per cent growth in the previous financial year.

Vic:Cab drivers cause traffic mayhem over safety
MELBOURNE, Aug 11 AAP - Traffic came to a standstill in central Melbourne because of
a protest by dozens of taxi drivers demanding safety improvements following the death
of a driver.
About 50 agitated drivers sat down in Flinders Street outside Federation Square, where
Premier Steve Bracks was due to arrive for an event.
They blocked cars and trams in both directions, causing traffic mayhem.
The cabbies chanted to the crowd, with one driver yelling: "Melbourne, what are you
doing to us. Why are you killing us? Where is the premier?"
The cabbies earlier marched to Federation Square from the steps of parliament house,
where they chanted: "We are humans ... we want protection".
The protest followed the death on Tuesday night of cabbie Rajneesh Joga, 27, after
he picked up an alleged car thief, who then attempted to commandeer the taxi.
Mr Joga suffered head and chest injuries when the cab crashed into a tree, and he died
in a Melbourne hospital several hours later.
Ravinder Kumar, one of the rally organisers, said today the drivers wanted to meet
with both Transport Minister Peter Batchelor and the Victorian Taxi Directorate, the industry
regulator, to put their concerns.
Cabbies want a number of safety measures introduced, including protective screens and
distress lights that a diver can activate to warn passers-by of a problem inside the cab.
In addition, an alarm the driver can activate should go direct to police, not to the
taxi service, Mr Kumar said.
"That should be linked to the police because it can be a threat to their life. It should
go direct to the police," he said.
Mr Kumar rejected suggestions the screens were too expensive to install.
"The screen is not more expensive than a taxi driver's life," he said.
Eilyup Zaim, 20, of suburban Broadmeadows, has been charged with murder, stealing a
car and stealing petrol.

Jacqueline Gillespie, had her two children, Shahirah and Iddin, snatched away by their
father, Malaysian prince, Raja Bahrin, in 1992.
But Shahirah, now 21, returned to Melbourne at the weekend to join her mother at the
Hawthorn home she shares with her new husband Bill Cocaris.
Reading a statement outside their home today, Mr Cocaris said his wife, now known by
her maiden name of Jacqueline Pascarl, wished to thank the media and others who had supported
her.
"Jacqueline Pascarl and her daughter Shahirah would like to express their appreciation
for your good wishes and support.
"They wish you to know that they are very, very happy - joyful in fact.
"This is, however, a very private time and sensitive indeed for the family and they
ask you to understand and respect the need for restraint and privacy.
"There'll be no further comment or questions at this time."
Neighbours say they have seen the mother and daughter outside the house.
"Apparently they were very happy, they were holding hands and taking lots of photos,"
the Nine Network reported.
Ms Pascarl married Raja Bahrin in 1980, and they had two children who were born in Malaysia.
She returned to Australia with the children after the prince took a second wife under
Islamic law, but in 1992 he smuggled the children out of Australia during an access visit.
The case became one of the most high-profile custody battles in Australian history,
adding to what was then a strained relationship between Australia and Malaysia as federal
authorities tried unsuccessfully to return the children to Australia.

BRISBANE, Dec 7 AAP - About 100 people protested in Brisbane today against a government
decision to suspend a $250 million residential golf course development in the Sunshine
Coast hinterland.
Queensland Premier Peter Beattie last week invoked rare "call-in" powers to put the
development of the controversial Montville Links project on hold.
He told state parliament it was inconsistent with the Queensland's regional development
plan and the local council's own planning scheme, despite the Maroochy Council approving
it.
The "master planned community" would include an 18 hole golf course, between 350 and
500 residential dwellings, 150 villas, an 80 room hotel, a 40 unit golf villa, a 9,000
square metre club centre and a 1,000 square metre commercial development.
Mr Beattie said it would more than double Montville's population and create a far more
intense development than otherwise exists on the mountain.
Supporters of the project from the small mountain town today gathered on the stairs
of the state government's Executive Building to protest the decision.
Montville businessman and rally spokesman John Goundrey said the project had widespread backing.
"We want to let the premier know that there is a great public support in Montville
for the Montville country club development," he said.
"I'm firmly a believer that the majority of Montville people support the project."
Mr Beattie was in Bundaberg today, but Mr Goundrey said the group had passed on information
to the premier's office.
Mr Goundrey said while he accepted the project was outside planning schemes, it would
provide a wealth of benefits to Montville such as a boost in jobs.
"It's safe to assume it will double the population, but going from 1,000 to 2,000 I
cannot see the problem there," he said.
"There has been no development at all in Montville for the last 10 years.
"Really, it's just catch-up for the last 10 years."
The government will spend the next month deciding whether the development can proceed.
The decision to place the project on hold came after a delegation of opponents met
with Mr Beattie two weeks ago.

An American turtle has been discovered in Canberra, sparking fears of the species getting
into the Murray-Darling system.
ACT Chief Minister JON STANHOPE says a single red-eared slider turtle has been discovered
in a suburban Kaleen backyard, prompting immediate action from Environment ACT.
He says it's the second isolated case of the turtle being found in the ACT.
Mr STANHOPE says the red-eared slider turtle could be a serious pest in Australia,
beating native species for food and space.
The turtle has also been discovered in Queensland.

ALBUQUERQUE, N.M. -- The following information was released by the United States Marshals Service:
On June 21, 2011, the US Marshals Service for the District of New Mexico received Information from Deputy Marshals in Arizona requesting assistance in locating and apprehending convicted sex offender Andrew Moore, also know as Andrew Smith. The subject was wanted for two felony arrest warrants issued out of Maricopa County Sheriff's Office for Probation Violations, issued on March 31, 2008 and Failure to Register as a Sex Offender, issued on August 13, 2099. Moore pled guilty on February 14, 2001 to Attempted Sexual Contact with a Minor and received a sentence of 12 months and Lifetime Probation to follow. Moore is required to register as a sex offender for the remainder of his life.
In March 2008, Andrew Moore absconded from state probation in Arizona and moved to Utah where he assumed his alias identity of Andrew Smith. Moore lived and worked in Utah, until he moved to the State of New Mexico in July 2009. Moore has lived and worked in Albuquerque for almost two years and has never complied with his Sex Offender Registration Requirements. United States Marshal Sex Offender Investigation Coordinators worked closely with Bernalillo County Sheriff's Office Detectives and developed information as to where Moore was living.
Moore was arrested on June 21, 2011, by Deputy U.S. Marshals and Bernalillo County Sheriff's Office Detectives, in the southwest valley. Investigators believe Moore had done research on the internet about how to change his identity, and was successful because he was able to receive an official certified birth certificate in the mail from the State of California in the alias name of Andrew Smith. Moore was also able to receive an official Arizona Drivers License, and it is believed that he planned this before he absconded from Arizona. Moore went to great lengths to change his identity so that he would no longer have to register as sex offender. Moore was also in possession of an official New Mexico Drivers License.
Moore has pending charges with the Bernalillo County Sheriff's Office for Forgery, Fraud, and Identity Theft. Moore has also failed to register in the States of Arizona, Utah, and New Mexico, which is a violation of the Adam Walsh Act. Federal Failure to Register charges are pending and being investigated by the U.S. Marshals Service in Albuquerque. The subject is currently awaiting extradition back to Arizona to face his current charges for probation violation and state failure to register charges.
Conrad E. Candelaria, United States Marshal for the District of New Mexico, said "Convicted sex offenders who fail to register as the law requires are a priority investigation for us, and we will pursue additional federal charges under the Adam Walsh Act for such offenders."

Research from Harvard University Provides New Data about Schizophrenia.
According to recent research from Cambridge, United States, "Deficits in face emotion recognition (FIR) in schizophrenia are well documented, and have been proposed as a potential intermediate phenotype for schizophrenia liability. However, research on the relationship between psychosis vulnerability and FER has mixed findings and methodological limitations."
"Moreover, no study has yet characterized the relationship between PER ability and level of psychosis-proneness. If FER ability varies continuously with psychosis-proneness, this suggests a relationship between FER and polygenic risk factors. We tested two large internet samples to see whether psychometric psychosis-proneness, as measured by tie Schizotypal Personality Questionnaire-Brief (SPQ-B), is related to differences in face emotion identification and discrimination or other face processing abilities. Experiment 1 (n = 2332) showed that psychosis-proneness predicts face emotion identification ability but not face gender identification ability. Experiment 2 (n = 1514) demonstrated that psychosis-proneness also predicts performance on face emotion but not face identity discrimination. The tasks in Experiment 2 used identical stimuli and task parameters, differing only in emotion/identity judgment. Notably, the relationships demonstrated in Experiments 1 and 2 persisted even when individuals with the highest psychosis-proneness levels (the putative high-risk group) were excluded from analysis. Our data suggest that FER ability is related to individual differences in psychosis-like characteristics in the normal population, and that these differences cannot be accounted for by differences in face processing and/or visual perception," wrote L.T. The researchers concluded: "Our results suggest that PER may provide a useful candidate intermediate phenotype."

UN ANTI-CRIME CHIEF CALLS FOR ACTION TO COMBAT ONLINE ABUSE OF CHILDREN.
NEW YORK -- The following information was released by the United Nations:
Online child abuse is growing rapidly as more people gain access to the Internet, a top United Nations official warned today, calling for concerted global action to combat one of the most common forms of cybercrime.
"Serious offences are being committed - often right under a parent's nose," Yury Fedotov, the Executive Director of the UN Office on Drugs and Crime (UNODC), said in his address to the Commission on Crime Prevention and Criminal Justice, which opened its 20th session in Vienna.
"The web literally opens a portal into your home and your children may be letting criminals in," he stated.
Protecting children from online predators is among the issues to be taken up by the weeklong meeting of the Commission, which is focusing on progress in global efforts to address transnational organized crime, including emerging issues such as cybercrime.
"As more people gain access to the Internet, criminals have ever greater opportunities to entrap new victims, including children," said Mr. Fedotov. "Online child abuse is expanding rapidly, but most existing laws were not enacted with the Internet in mind."
Young people are particularly vulnerable in an online environment, according to UNODC. Engaging with criminals may lead to grooming, the disturbing practice of adults befriending minors in chat rooms or game sites with the express purpose of committing sexual abuse.
Since cybercrime defies national borders or jurisdictions, criminal justice systems working in isolation are often no match for powerful networks, the agency adds.
"Online child abuse constitutes a grave international crime and demands concerted collaboration: that means developing cyberethics, cybersafety and cybersecurity," Mr. Fedotov stressed.
Noting a lack of reliable data on the issue, he encouraged all countries to strengthen their efforts to collect and share information to have an accurate picture of the scope and nature of the problem.
"Knowledge is essential for evidence-based policy and we must fill the information gap," he said, while also stressing the need for a partnership between the public and the private sectors.
"Crime prevention and victim protection cannot be achieved by Governments or criminal justice systems alone; we need internet service providers, civil society, the media, educational institutions and the public on board."
The Commission is the central UN body providing policy guidance on crime prevention and criminal justice.

On Sunday, March 30, at 4 p.m., the Art Gallery at Roanoke Island Festival Park will be turned into a mini-concert hall when the one-name violin prodigy Aishu performs.
The Long Beach, Calif.-based player, whose full name is Aishwarya Venkataraman , is all of 13 , but is widely regarded as a skillful interpreter of South Indian music.
Considered complicated - 72 primary scales - and emotional, the classical music is deeply rooted in religion.
Aishu, who took up violin at age 2 and studied for two years under esteemed teacher T.N. Krishnan , has gained a reputation, according to her Web site, "for her tonal quality, spectral purity and strong bowing technique."
Unlike most teenagers, she doesn't spend time surfing the Internet, gabbing on a cell phone or playing video games.
Aishu gets up every day at 4:45 a.m. and hooks up to a Shruti box, a simple accordion-like accompaniment instrument.
She attends the prestigious Berklee College of Music in Boston on a scholarship. Her focus is jazz, which has inspired a more improvised, boundary-stretching style of playing of the ancient music.

Influenced by artists ranging from James Brown to Parliament, the seven-piece, which includes a two-man horn section, lays down a thunderous, bluesy groove.
Original songs include "Lifting Me," "Luella" and "New Man," which sounds like Delbert McClinton jamming with the Commodores.

The non-smoking benefit for the Nags Head Lions Club and the Gem Center, Inc. will feature singer/keyboardist Angelo Sonnesso and a "open mic" session.
And, of course, coffee and dessert will be offered. Admission is $5. His Dream Center is at 205 Baltic St., which is between the highways at milepost 11.
nTV viewers of a certain age will remember Bob Havens as the featured trombonist on the long-running "Lawrence Welk Show," which left the air in 1971.
But he's hardly been slacking since then. The veteran player has recorded and jammed with such notables as Al Hirt , Bob Crosby and Benny Goodman . Havens has also been a fixture on Bourbon Street in New Orleans for the past 30 years.
On Saturday, April 5, Havens and the New Legends Big Band will hit the stage at First Flight High School in Kill Devil Hills.
The orchestra plans a program of swing, jazz and be-bop. It's part of the Outer Banks Forum for the Lively Arts' season.
Admission is $25 for adults, $12 for students. The show starts at 7:30 p.m. The school is on Veterans Drive, off Colington Road.

Red Cross chapter kicks off events for 125th anniversary.(News)

This year marks the 125th year of service for the American Red Cross, and the Fox River chapter of the organization began celebrating Friday by honoring a volunteer and unveiling an original 1918 Red Cross poster.
Friday's event was a kick off to the Red Cross' anniversary celebration. The next event will be a reception sometime in early September at the Beehive Tavern & Grill, 3341 W. Main St. in St. Charles, said Kay Catlin, development director of the Fox River chapter.
The Harrison Fisher poster, which was one of many Red Cross posters on display Friday at the Flag Source in Batavia, is noted for its depiction of a woman and the Woodrow Wilson quote next to her that reads "I summon you in comradeship in the Red Cross."
The posters were designed to help give "visibility and raise funds" for the Red Cross, Catlin said.
There to unveil the poster was its owner, Janice Christiansen, who is also the president of Flag Source. She found the poster on the Internet after seeing a copy of it at a Jasper Sanfilippo exhibit in Barrington. Christiansen said she bought the poster because of her love for the American flag.
Lois Eygabroad, a daughter-in-law to one of the 105 founding women of the Fox River chapter and the sole surviving member of her family, was also honored Friday for her service in the Aurora chapter of the Red Cross.
"It's gratifying to be standing here," Eygabroad said as she accepted a crystal clock with the Red Cross emblem on it.
Eygabroad was a gray lady for the Aurora Red Cross during World War II. The gray ladies, Eygabroad said, would dance, play cards and chat with the soldiers and then be taken back home.
During the reception scheduled for early September, Catlin said there will be Red Cross badges, pins, posters, hats, nurse uniforms and many other Red Cross memorabilia. Community members are encouraged to bring any Red Cross memorabilia of their own, Catlin said.
